HD DV project: different output

Is it possible to output different results from one project/sequence?

1. different resolution

2. different frame rate

3. DVD and Blueray format

So the source sequence setting does not matter as AME will do the down-scaling from HD to SD.?I'd assume the same goes when down-scaling from 1080 to 720, right?

But what about changing frame rate, say from 60i to 24p?

Also, when an effect is applied, does Premiere send the result of the effect at the source sequnce resolution/setting to AME?
